MESEM VOCATIONAL EDUCATION - 10 QUESTIONS MASTER COMPENSATION PROGRAM INCENTIVE
MESEM - Vocational Training - Mastery Compensation Program, which was announced and started to be implemented as of 21.04.2022, is a periodical program that increases the professional experience of the employees and enables them to obtain the mastership certificate as a result of the program. Mastery Compensation Programs are based on industry collaboration. The executing and responsible institution is the Ministry of National Education, and its purpose is to reinforce practical learning in the workplace and to issue a mastery certificate to those who are successful in the subsequent exam.
The scope of the mastery make-up programs, which the Ministry of National Education decided to implement in 24 fields and 97 branches in October/2021, is "Adding New Fields to the Vocational Education Center Compensation Framework Curriculum - Board of Education dated 24/06/2022 and 2022-45". With the Decision No.”, 47 fields were increased to 105 branches. The duration of the support is 27 weeks at the most. This time varies according to the modularity determined for the field and branch. When the payment documents of the fee to be paid by the enterprise are submitted to the Vocational Training Center, support will be provided to be covered by the Unemployment Insurance Fund. For those who participate in the program, the employer is paid half the net minimum wage per person for 27 weeks. What is the Mastery Compensation Program Incentive? What is MESEM?
The UTP incentive is an incentive implemented under the coordination of the Ministry of National Education in order to meet the need for intermediate staff in the workforce and to increase the number of personnel with mastery certificate.

What is the support provided to the employer in the Mastery Compensation Program UTP - Mesem incentive?
Within the scope of the Mastery Compensation Program UTP Mesem incentive, the employer participating in the program is supported by half of the monthly net minimum wage (2,750 TL) per employee. In this context, a total of 18,562 TL is paid per person for 27 weeks. This payment is deposited in cash into the employer's account.

What conditions are required in the employer to apply for the UTP incentive?
To apply for the program, the employer must be operating in one of the 33 main sectors and 183 sub-sectors. In addition, it is sufficient to have at least one personnel with a mastery certificate in the workplace..

Mastery Compensation Program UTP - Is the Mesem incentive given to existing employees or new personnel?
The support provided under the UTP can be given to both existing employees participating in the program at the workplace and to new personnel to be recruited. 

Is there insurance premium support within the scope of the Mastery Compensation Program UTP - Mesem incentive?
Insurance premium support is not provided to the current employees in the workplace, who are covered by the UTP, only wages (2,750 TL per month) support. Their premiums will still be covered by the employer. However, the occupational accident and occupational disease premiums of the candidates registered outside the scope of the UTP are covered by the Ministry of National Education for 27 weeks, and the employer does not pay premiums for these. In other words, both the bonus and wage support of the candidates who enter the program from outside are provided by the Ministry of National Education.

Mastery Compensation Program Is there an employment commitment in the UTP - Mesem incentive?
No, no employment commitment or average number of insured persons is required from the employer in the UTP incentive application.

Mastery Compensation Program Does the certificate given after UTP - Mesem replace the professional qualification certificate?
Yes, the mastery certificate given after the completion of the UTP also replaces the professional qualification certificate. In addition, while the validity period of the professional qualification certificate is five years, there is no time limit in the mastership certificate.

Mastery Compensation Program UTP - Do staff need to undergo off-site training for Mesem?
No, the entire 27-week training period under UTP is completed by working at the workplace. Personnel are not required to attend training outside of the workplace.
